The Indostar II/Protostar II satellite was launched for Protostar LTD of Bermuda and will be commercially operated for Indovision of Jakarta, Indonesia, the largest Direct to Home operator in Indonesia.

The International Launch Services (ILS) Proton Breeze M launched from Pad 39 at the cosmodrome at 6:57 a.m. local time (8:57 p.m. EDT, 00:57 GMT). After a 9 hour 15 minute mission, the Breeze M successfully released the satellite into the planned geo-transfer orbit. This was the 345th launch for the Proton. It’s located at 107.7 degrees East, was built on the Boeing 601 HP platform and is the second satellite in Protostar's evolving constellation.

This satellite replaces the existing Chakarawarta 1 and will bring high power S-band and Ku-band capacity over Indonesia, with expanded service to India, the Philippines and Taiwan.

The Proton Breeze M vehicle is developed and built by Khrunichev Research and Production Space Center of Moscow, Russia's premier space manufacturer.
The satellite's S-band transponders will support Direct to Home TV and Radio services for Indovision. The satellite will also offer HDTV multimedia and broadband services throughout the ASEAN region.

The Indostar II/Protostar II satellite enables to optimize direct to home services in ASEAN with the most powerful satellite to join the Protostar fleet.

In January 2009, the Indonesia Information and Communications ministry announced PT Telkomsel as the winner of five of the project's seven tender packages that aim to ensure basic fixed lines and that all affordable wireless services for citizens across the country. The packages also offer specialized tariff schemes for low-income people with fixed network connections, Internet access and public call boxes.

Three state universities signed an MoU with PT Telkomsel on Friday (05/08/2009) to research the impact of telecommunication services in rural areas.

The Universal Service Obligation (USO), will affect the cultural, economical, social and political conditions of the people living in the areas, the Indonesian government is targeting to connect 38,000 remote villages by 2010.

The research will provide information on market-mapping, operational constraints, social segmentation and communication behavior among villagers, also serve as a means for the government to monitor the progress of the project and its impact on the societies, and to better understand the social expectation on the project.

And PT Telkomsel announced six network vendors to provide 6000 VSAT-IP Satellites for the universal service obligation (USO) project will implemented in the 24.056 villages.

The vendors is AJN Solusindo, Tangara Mitrakom, Patrakom, Telkom Divisi Enterprise, Konsorsium Aprotech, and Transnetwork Asia, each vendors provide 1000 VSAT for four months until September 2009.

Top Defense Department and Government Accountability Office officials told lawmakers at a Senate hearing on May 20 that, new communication satellites needed to support U.S. forces deployed globally. Especially combat troops in Iraq and Afghanistan, continue to experience delays of launching satellites.

Programs behind schedule include the Advanced Extremely High Frequency system, which Lockheed Martin Corp. is developing. The launch of the first broadband satellite in the system has been delayed almost two years, from November 2008 to September 2010, Cristina Chaplain, GAO’s director of acquisition and sourcing management, told the Senate Armed Services Subcommittee on Strategic Forces.

President Obama endorsed the Advanced Extremely High Frequency satellite in his fiscal 2010 budget proposal as an example of a technology that uses mature systems that have a stable design.

Chaplain said that the reason of the launch delays is purely technical, but she did not tell any details. In March, GAO reported the Air Force had located six components with workmanship or design problems, which will require contractors to remove five components from the spacecraft to repair. The sixth problem can be resolved by using software methods.

Lockheed has fixed and replaced the problem parts, and the company expects to deliver the first satellite to the Air Force late this year or in early 2010, said Steve Tatum, a Lockheed spokesman.

The Air Force estimated the fourth Advanced Extremely High Frequency satellite could cost more than twice the price of the third satellite because Lockheed said it would have to rebuild its production line to make key components, Chaplain said.

Gary Payton, Air Force deputy undersecretary for space programs, said at a news briefing in September 2008 that the first two satellites cost $6.3 billion, which included 10 years of engineering work. The third satellite cost $939 million, and the fourth will cost more than $2 billion.

The Defense Department requested $2.3 billion for the Advanced Extremely High Frequency satellite program in its fiscal 2010 budget to cover the launch of the first satellite, the assembly and integration of the second and third satellites, and procurement of the fourth satellite.

The Office of Management and Budget portrayed the program as a relative bargain compared with the canceled Transformational Satellite Communications System, which it will replace. OMB estimated the cost of the Transformational Satellite project at $19.3 billion and said Defense will save $1.5 billion to $2.5 billion through 2015 by procuring additional Advanced Extremely High Frequency satellites instead of continuing with the Transformational Satellite project.

Payton said the Air Force has plans to buy six satellites in the Advanced Extremely High Frequency program that can transmit data at speeds up to 1 megabit per second, or about one-seventh the speed of an average home high-speed Internet connection.

The Navy manages development of next-generation, low data-rate satellites, which send data at 64 kilobits per second, a rate only slightly higher than a dial-up Internet connection. Those satellites serve small ships and tactical ground forces equipped with man-pack satellite terminals, and the program has experienced delays.

Vice Adm. Harry Harris, deputy chief of naval operations for communication networks, said the new $3.2 billion low data-rate satellite system called the Mobile User Objective System, which Lockheed also is developing, “is critical to satisfying demand for tactical satellite communications.”

But the launch of the mobile user satellite has slipped from March 2010 to February 2011 because of spacecraft design complexities and weight issues, GAO reported. Lockheed’s Tatum said the company encountered technical problems with one of the satellite’s antennas, “however we expect resolution this summer to support satellite integration and test later this fall.”

The first mobile user satellite was scheduled for launch in 2008. The latest delay presents potential problems for naval and tactical satellite users because the current system has started to fail, Harris told the Senate panel.

The UItra High Frequency Follow-On system, “will reach an unacceptable level of availability in May 2010,” Harris said. Two out of the nine satellites have failed, which could create a gap in communications until the launch of the first mobile user satellite.

He told the committee that the Navy has leased capacity on commercial satellites to help plug the gap and said the Ultra High Frequency Follow-On system continues to function beyond its design life. Today, those satellites support 600 users worldwide, Harris said.

According to information provided by The Yomiuri Shimbun the government of Japan is about to introduce an early warning satellite which can detect missile launches. The whole idea was brought by the Prime Minister Taro Aso’s space development strategy headquarters which is the result of the North Korea’s missile launch on April the 5th.

The purpose of forcing this plan is the growing concern of the national security. “The role that space is expected to play has become greater than ever with the situation of North Korea launching a missile in April 2009, despite the U.N. Security Council’s resolutions and concern from the global community, which urged the nation’s self-restraint”, the draft says. The draft suggest five-year plan which expects a development of a new satellite system and promotion of research into new sensors that will be used by the new device. The goal is to put the new 34 satellites in orbit within five years.

The draft report suggests the lunar expedition as a part of their space development strategy. The unmanned lunar expedition would be sent to the moon in search of possible use of lunar resources. The whole examination would take for about two years and only then the government would consider the manned expedition which would take place in 2020.

The report also contains information about the growing number of space debris which can be dangerous to new and already existing satellites. With this in mind it is suggested to create a monitoring of the space debris and introducing an worldwide plan of reducing the amount of debris.

It is expected that the draft will be approved next Monday and after the public consultation it will be also accepted by the government.

The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command received the very first batch of new nano-satellites on the 28th of April.

Usually satellite development takes years and cost billions of dollars, but this eight units, each weighting only 4 kilograms, were produced only in under a year, at less then $1 million each. The SMDC-ONE satellites each weigh less than 10 pounds and are about 10×10x32 centimeters or approximately 4×4x13 inches in size.

First satellite will be placed on low Earth orbit in 2009, remaining seven will be placed at a later date. Demonstration of usage will be held at USASMDC/ARSTRAT on Redstone Arsenal.

The relative low cost of a single satellite enables USASMDC/ARSTRAT to manufacture and put entire constellation of nanosat-class satellites on low Earth orbit. For the future USASMDC/ARSTRAT is considering the usage of different configurations of nanosats. That way they can ensure mission specific setups.

Low cost satellite constellation instead of one-unit traditional military satellite ensure the persistent presence over a given theater. Also the low cost enables the rapid reconstitution of a single satellite if it’s lost.

Etisalat chooses Gateway to provide critical satellite cellular services

London May 12th 2009 – Gateway Communications, Africa’s leading provider of telecommunications services to mobile operators, has been awarded a contract to provide Etisalat with cellular backhaul for its Nigerian mobile network. The deal, worth $6 million over a two year term, provides satellite cellular backhaul from Gateway Communications to Etisalat which will connect three major cities in Nigeria.

In awarding the contract to Gateway, Etisalat considered qualities such as high quality of service rendered, secure and reliable network services with local, on-the-ground support services available throughout Nigeria, amongst other criteria. Pravda reports Russian Space Forces conducted a successful launch of the Soyuz-U booster rocket with a defense satellite on board on April 29. The satellite, which entered the predicted orbit, will now be referred to as Kosmos-2450, officials of the Russian Space Forces said.

The launch was performed normally at 21:03 Moscow time. The satellite was launched to increase Russia’s orbital group of defense spacecraft, Itar-Tass reports.

Vladimir Popovkin, the chief of the Space Forces of the Russian Federation, said on April 10 that Russia was going to launch two communication satellites this year, including a principally new intelligence spacecraft.

The first launch of defense satellite was performed on February 28 from the Baikonur Spaceport.

Established on August 10, 1992 , following the breakup of the Soviet Union and the creation of the Russian Armed Forces, Russia’s Space Forces shares control of the Baikonur Cosmodrome with the Russian Federal Space Agency. It also operates the Plesetsk Cosmodrome and the Svobodny Cosmodrome.

The main tasks of the Russian Space Forces are informing the higher political leaders and military commanders of missile attacks as soon as possible, ballistic missile defense, and the creation, deployment, maintenance and control of in-orbit space vehicles. For example, the Space Forces operate the GLONASS global positioning system; commander of the Space Forces Colonel General Vladimir Popovkin said in January 2006 that 18 GLONASS satellites would be in orbit by 2008 (the system is currently not fully operative).

Formations of the Space Forces include the 3rd Missile-Space Defense Army, and a Division of Warning of Missile Attack, both with their headquarters in the town of Solnechnogorsk near Moscow. Installations include the Qabala Radar in Azerbaijan, along with a number of other large warning radars, and the A-135 anti-ballistic missile system which protects Moscow.

New HX260 Mesh and HX200 Broadband Satellite Routers, Ideal for Private Networks and Cellular Backhaul, with Advanced DVB-S2/ACM Bandwidth Management

GERMANTOWN, Md.,March 19- Hughes Network Systems, LLC (HUGHES), the global leader in broadband satellite networks and services, today announced the availability of its latest generation HX broadband satellite routers, the HX260 Mesh and the HX200. These new routers provide up to twice the throughput performance and build on the advanced DVB-S2/ACM bandwidth management of the highly successful HX System. Both incorporate a high performance processor and ample onboard memory to deliver carrier grade performance for business private networks, cellular backhaul, and a wide range of broadband applications.

The HX260 features an integrated, multichannel TDMA demodulator, enabling simultaneous mesh and star mode connectivity within the HX System--ideal for cost-effective private networks providing a mix of voice and data services, and easily managed from one central NOC location.

The HX200 supports connection to a variety of radios, including industry-standard L-Band BUCs, and is easily configured to support the full range of advanced features offered by the HX System, including mobility support. The HX260 multichannel demodulator enables the unit to operate in full mesh mode with a single satellite hop to connect to another HX260 terminal, offering maximum network flexibility and reliability.
